Here's a related bug with the nzb support.  Reading the previous article 
left the following in my tasks.nzb:

    <segment bytes="0" number="0"></segment>
    <segment bytes="15075" number="12">blah</segment>

There are 11 lines with number=0.  This causes an assertion failure in 
pan::article::add_part called from end_element.
