Why can't you redistribute MSVCRT71.dll,  is it because you haven't
bought VC++ 2003? In any case you should be able to redistribute the
.Net framework 1.1 with your application, it contains this DLL.  Pretty
much all windows user have to install the .Net Framework 1.1, and 2.0
which is a different thing, at one point.  Google for "NET Framework
1.1"
