[Octave-patch-tracker] [patch #9440] Add Flatpak build manifest

Follow-up Comment #9, patch #9440 (project octave):

I had to specify EPSTOOL_BASE as part of the make-install-args.

Now I'm facing the problem, that all three kinds of archives of the tip listed
here[0] cause an error when trying to extract them via the command line. I get
either a "bad zipfile offset" or an "unexpected end of file".
