Follow-up Comment #1, patch #8690 (project octave):

Nir, do you think this should be considered for 4.2.0?

If so, please provide a patch instead of the .m file.  (If this is a new file,
it will need to be added to a modules.mk file, and its docstring will need to
be added to a .txi file.

Do you recommend that this be dispatched from tcdf.m or that users call it
explicitly?  In the former case, it may be better to be a subfunction inside
tcdf.m
