Follow-up Comment #1, patch #8051 (project octave):

Thank you for this, it'll make installation of the next stable version a lot
easier for the average Windows user.
It may already help for the current stable (3.6.4) version.

Just FYI: 
Benjamin Lindner also made a fairly sophisticated NSIS installer for the 3.2.4
MinGW binary, including many OF packages, and detection of CPU type (for the
BLAS / Lapack stuff).
His setup (NSIS packaging scripts) should still be somewhere on SourceForge's
Octave SVN. Jordi once pointed me to it but I can't find that mail right now.
