[Octave-patch-tracker] [patch #7508] Fixed ifftshift bug, added tests

Follow-up Comment #1, patch #7508 (project octave):

I'd like to use the patch tracker primarily for new functions or features. 
For bugs, even if you have a patch to submit that fixes the problem, it is
better to submit a bug report to the bug tracker that provides enough
information for someone else to reproduce the problem.  Otherwise it is
difficult to evaluate the patch to decide whether there might be some other
fix that is more appropriate.

Also, ChangeLog entries should say what changed, not just that a bug was
fixed.  Otherwise, most entries would be the same and not very informative.
