Dear Maintainers,

There are some Octave bugs that prevent the usage of external packages (such
as chebfun or mexopencv). Some of them are:

1. Bug #51709: Creating function handle to static methods [1]
2. Bug#39257: handles to nested functions are not yet supported [2]
3. Bug#51960: mex or oct function in +package directory that shadows Octave
function only works once [3]

(bug 3 is also reression wrt 4.2.2).
I have changed their severity to "4-Important", and I hope they will be
fixed before 4.4

Thanks,

[2] http://savannah.gnu.org/bugs/?39257
[3] http://savannah.gnu.org/bugs/?51960

I'm looking at the third item now. I don't think the other two can be fixed for the release as the changes for those are probably too extensive. Also, I don't think those features have ever worked in Octave, but the third item is a regression.
