Old windows binaries on OF

Hi all,

It seems that a lot of people are still downloading old releases of 
Octave from the OF project FRS:

https://sourceforge.net/projects/octave/files/Octave%20Windows%20binaries/

For instance, since the 1st of January, 1833 persons have downloaded 
windows binaries for Octave 3.6.4, which is the latest available from SF.

Perhaps some of them are really looking for old releases, for testing 
purposes, but...

Isn't this a sign a few README.md files here and there would be useful 
on the OF FRS?

PS: also, last year, 432 persons have downloaded the "latest" monolithic 
release of OF, which dates back to 2009...
