Did you add path to python like
export PATH=$PATH:/c/msys64/usr/bin:/c/Python27_32:/c/Python27_32/scripts
?
Anyway I have uploaded my build libboost_python using gcc on octave-4.1.0+ 32
bit for windows.
http://www.tatsuromatsuoka.com/octave/Eng/Win/tmp/boost_1_16_inst.7z
size 7,963,765
sha1sum 7ba5d48630d5c3e2c011c32348538adf71db0bfa
Note
lib/libboost_python.dll.a
is a copy of lib/libboost_python-mgw49-mt-1_61.dll.a
When you download it or are able to build yourself, pleas let me know.
