Did you add path to python like
export PATH=$PATH:/c/msys64/usr/bin:/c/Python27_32:/c/Python27_32/scripts

?


Anyway I have uploaded my build libboost_python using gcc on octave-4.1.0+ 32 
bit for windows.

Note
lib/libboost_python.dll.a 
is a copy of lib/libboost_python-mgw49-mt-1_61.dll.a
