I tried jwe’s earlier suggestion to me, and it worked.

$ make libinterp/corefcn/oct-tex-parser.cc
  YACC     libinterp/corefcn/oct-tex-parser.cc
updating libinterp/corefcn/oct-tex-parser.output
updating libinterp/corefcn/oct-tex-parser.h
