I see this too. Also:

​rm -rf libinterp/corefcn/oct-tex-parser.*
make libinterp/corefcn/oct-tex-parser.h

  GEN      libinterp/corefcn/oct-tex-parser.yy

​So .h file gets generated at some other time....​
