How about set CPPFLAGS and environment variables before configure?  

CPPFLAGS='-IE:/octave_dev/include/octave-4.1.0+ 
-IE:/octave_dev/include/octave-4.1.0+/octave' \
./configure --with-octave=/e/octave_dev
