Have you looked at the relevant wiki page? [1]

Maybe first start comparing the various libraries and options mentioned
there.

You can try the examples on the Matlab polybool() page with those libraries.  
I had some of those examples running in Clipper; John Swensen mentioned
something similar; IIRC it was easy, but soon the polishing became
difficult.
