I don't know why these binaries were “unofficial” at the time.
Presumably because they have been build by a third party and were not
maintained by the Octave community.
One downside of them being unofficial is that now they are offline and
no longer available.
As far as I understand, GPL allows to redistribute binaries without permission
of original
maintainer if binaries are not modified.
The GPL goes even further. You could also distribute modified versions.

I would like to confirm the above to avoid to do illegal manner.
Just make sure that you can also deliver the corresponding source code
to the users.
