Still doesn't look like it is picking up the path for pkg config files.
This is still running with the  change to Makefile.in ?

In src/gnutls.mk, modify line 42 to be
 cd '$(1)' && PKG_CONFIG_PATH='$(HOST_LIBDIR)/pkgconfig' ./configure \
