The situation is not quite as bad as it seems.  In many places the
translation has been made, but the translator did not mark the
translation
as approved so the "unfinished" attribute still applies.  For
example, from
the es_ES.ts file

<source>One directory up</source>
<translation type="unfinished">Directorio superior</translation>

This translation looks legitimate so someone with language experience
could
quickly work through a few of these files.  There is also a big
difference
between the pt_BR.ts (9) and the pt_PT.ts (321) files.  I know the two
dialects are different, but it seems like many translations could be
copied
with minor adjustments.

Do we need to maintain an en_US file given that the source code is
written
for this locale?  It would seem to be more useful to have an en_GB.ts
file
where the differences between American English and UK English
('color' =>
'colour') are listed.

I have worked on the it file.
I attach the modified file, of course without checking it in octave (I
cannot make the executable, at present).
The differences with respect to the file contained in
octave-4.0.0-rc2.tar.gz
taken from
ftp://alpha.gnu.org/gnu/octave/

180 No to All  ->  No a tutto
185 Save all  ->  Salva tutto
190 Abort  ->  Annulla
195 Retry  ->  Riprova
200 Ignore  ->  Ignora

3916 Small -> Piccolo   [but it might be feminine, that is Piccola: I
don't know the context]
3921 Normal -> Normale

As you noticed, some "unfinished" attributes were wrongly present, I
dropped them:
1835
1840
2499

So, 22 true translations plus 3 useless "unfinished" attributes I have
dropped, is 25 "unfinished" you had found.
I hope there are no mistake (I did it with care, but I don't know how
to check it other than by visual inspection, just in case).
