Hi AsmaA,

I have preliminarily added it to optim so that you can look at it by
pulling from the repository.

The changes I deemed necessary were, I think, substantial enough to
add myself to the copyright notices.

Please have a look at this version, can you live with the changes? Ask
me for the reasons of particular changes, if necessary. In particular
I removed handling lambda, since Matlab orders it into subfields for
the individual constraints, and to do this with qp output would
require a bit more work, and is possibly not reliable since it depends
on qp internals.
