Did this get implemented in Savannah?  It did seem like a good idea.

I'd suggest one more status: "implementation pending", meaning 
it's clear what needs to be done, but its implementation has been 
left to be done.  This would help in the triage of short projects, 
and also in the delegation of tasks, from more expert developers 
to other folks.
