Is that enough to avoid the issue of the Fileexchange license? Can you
contact the author of that toolbox to send it to you personally or
make it available somewhere else?

Requiring sourceforge username was only required when using
subversion. The mapping package uses mercurial so you can clone its
repo, prepare csets and upload them to the patch tracker. Someone will
have to approve and pull your patches into the "official" repo of the
mapping package.
