Some technical comments:

Extension to Octave core functions or new ones will probably always be
restricted to very few cases in which there is practically no danger
of future clashes with Matlab compatibility.

And the functions must be maintained. If they are in OF, the package
maintainer or author can do this. If they go into Octave core, this
burden is put onto the Octave maintainers, which possibly have other
preferences. Not all OF maintainers/authors are and can be also Octave
maintainers.

Example 'struct': As yet, if a fix is needed, I can do it in struct
and make a release ready. If the functions were in 'miscellaneous',
making a release could require more work or time, e.g. in the case
that unrelated functions in 'miscellaneous' are currently in a
transitional state of development and do not compile.
