I think this is important. Users need to know which packages are
actually usable. Our best packages are those like control, signal, or
image. The rest are more doubtful. People have told me that they
consider Octave-Forge to be no better than Matlab File Exchange, which
seems true to me if you take the totality of OF packages.

I guess this again is a pressing me to fix Agora so we have a place
for all these other packages of doubtful quality.
