The line below fixed it for me.

        hg book -r tip @

I'd rather not experiment to find out ... it is possible to "hg push" without 
additional changes and have bookmark advance for savannah? Since there are no source code 
changes, I assume no changelog entry is needed?

I think that's fine. You can always experiment by making a second clone on your system that matches the one on savannah and then pushing your changes to that clone to see what will happen.
