This is displayed as the preamble when submitting a new patch.

Please use the patch tracker only for patches which add new features.
If you have a patch to submit that fixes a bug, you should use the bug
tracker instead.

I don't think the current savannah style emphasizes this enough. Would
be nice if it could be used as default text for the actual text box.

Completely agree. If a patch fixes an existing bug, the bug should be properly logged and the patch attached to the bug report.
