All,
I've created a Wiki page detailing the release strategy for 3.8
(http://wiki.octave.org/Release_3.8#3.8_Release_Tasks).
If things aren't right, or there are more tasks to do, then go ahead and
change it. After all, its a wiki page for that reason.
