I would add a new command line option '--jit-compiler' to enable JIT from
the start of Octave since it would now be disabled to begin with.

That is OK with me. I used it for quite a while, until a Fedora update installed
llvm 3.2.  Until it would no longer compile it worked without problems.
As long as llvm makes frequent configuration an API changes there will be
problems maintaining a stable build environment. This is separate from whether
it should be enabled by default, of course.
