removing FTP package (anyone wants to keep it?)

Hi

I'll be removing the FTP package from Octave Forge. Since Octave 3.4.0
has been released it no longer has any us except for people stuck in
old Octave versions. In addition, it also implements 3 other methods:

pwd(): can be replaced by using __ftp_pwd__(), or since changeset
532ccee1b6f5 using cd()
ls(): can be replaced with dir()
nlst(): the help text is the same as ls() so I'm unsure what it actually does

If anyone would like to take and host it somewhere, I can provide a hg
or git repository with its complete history.
