There was a brief apparition of this in a release of Octave (3.0.3) but that
was removed. 
Also http://sourceforge.net/projects/mataa/
Which is an analyser with all sorts of built-in functions including
retrieving the device ID.
I have very good experience with it with and without ASIO4ALL under window
but also under Mint.
Both are using Portaudio. It would probably make a great addition Octave!
