gcc version 4.2.1 (Based on Apple Inc. build 5658) (LLVM build 2336.11.00)
GNU Octave, version 3.6.3
postgres (PostgreSQL) 9.2.1 (I tried libpq of 9.2.1 on my system
without getting a segfault.)
The segfault was reported to happen at connection time:
conn = pq_connect (setdbopts ("dbname", "name_of_database")); # -> crash

I have not used the database package, but it is available via macports.

It may also be available via Fink, but the site listing available packages is
down at the moment.
