Hello Karin,
the "toolboxes" in GNU Octave are simply called "packages". By now,
they are hosted outside Octave:
http://octave.sourceforge.net/packages.php
I am not quite sure, whether there is a control package that fits your
needs. I think it would be better if you told us what you specifically
want to do (ie. which gear you use), so in case there is no such
package that fits your needs, we could think about writing it or
you/your employer could hire someone to develop it.
