Actually, I do have ARPACK installed (package libarpack++2-dev in
Debian stable)...

Taking a closer look, configure does issue a warning but it's on the
middle of all the text that moves really fast. It does repeat the
warning at the end as it did when I don't have X installed for
example. Here's the warning I get
"configure: WARNING: ARPACK library found, but seems not to work
properly -- disabling eigs function"
