I am having the same exact problem mentioned here: http://octave.1599824.n4.nabble.com/Finally-succesful-developer-build-on-OSX-td3827592.html
The build is on Lion from stable sources. Based on this chain I dumped the Lion version of flex and installed the MacPorts version which is 2.5.35, but still get the same error that I sought to fix.
Do y'all have any more ideas? My Fedora build goes just fine. I checked out README.MACOS to see if I missed something.
