Originally, conf.texi didn't contain directory names.  The GNU coding
standards say that the formatted documentation should be distributed
with the sources, and that running the normal configure and make steps
to build the package should not rebuild the documentation (assuming
prefix has its default value).  So we needed to include conf.texi,
otherwise running make would rebuild conf.texi and then all the
documentation would also be rebuilt.  I'm not sure what is the correct
solution now.  It would be best if we could still avoid rebuilding the
documentation with a simple configure+make build, but there is no way
to achieve that now, we should just remove conf.texi from the
distribution and expect people to be able to rebuild the docs if the
compile Octave from sources.
