Modify the "mkoctfile.m"
Currently the mkoctfile.m does not work. A little modification is proposed.

Slight modification of mkoctfile.m is required. The file 'mkoctfile.m' is found
at,
<Installed directry>\share\octave\2.9.15\m\miscellaneous\mkoctfile.m.
line 133: cmd = strcat ("\"", cmd, "\""); # Proposed patch in the thread.
line 134: status = system (cmd);
The "line 133" is the required to be inserted in "mkoctfile.m"
