Then I was successful to build shared library on cygwin and the results were 
sent to Scott.
I recieved the following reply.

We had a look through your steps, and it looks like everything you've 
done is correct.  With the help of your instructions, we plan to add 
support and documentation for Cygwin shared libraries.  This is a 
project planned for the near future, starting with HDF5-1.8, and then 
HDF5-1.6.
