Thank you for your bug report. This works for me in Octave 5.1. Did you look
at the Octave FAQ? Did you load the package after installing it?


>> pkg install -forge statistics
>> pkg load statistics
>> which normpdf
'normpdf' is a function from the file
/path/to/statistics-1.4.1/distributions/normpdf.m
