Follow-up Comment #13, bug #36477 (project octave):

Maybe this should be %APPDATA% instead of %LOCALAPPDATA%?

%APPDATA% is the AppData dir in the user's roaming profile. %LOCALAPPDATA% is
the AppData dir in the machine-local portion of the user's profile. I thought
application configuration files are generally stored in %APPDATA% so they are
automatically synced across multiple machines. (Useful in places where users
don't have their own dedicated computer, like university computer labs.)
