Follow-up Comment #17, bug #55669 (project octave):
I built the most recent default Octave with that patch. Here's what happens
when I blow away ~/.config/octave to get a clean start and do the drag that
behaves badly:

I can grab the floating window and move it around some more, but no further
events are generated.
Re-docking the command window (using the Dock button in the upper-right) and
repeating the drag produces the same event:
