Follow-up Comment #37, bug #53841 (project octave):

I think part of the issue may be that, we don't build qhelpgenerator as part
of our qt5, so when building octave, its using the system installed one, which
isn't adding sql tables it should have (that was fixed in qt 5.12.1)
