Follow-up Comment #14, bug #55528 (project octave):

If I do not move gnuplot it does not work. The problem is with
libpangowin32-1.0-0.dll, if I remove it gnuplot works well (standalone).

But than 


graphics_tookit gnuplot
plot (rand(10))


hangs Octave, which what you also saw.
