Follow-up Comment #24, bug #53695 (project octave):

Right, the relevant testing on Windows is more to make sure that the
tar_is_bsd function works correctly and no accidental regressions were
introduced. I don't expect Windows users to be needing BSD tar support at
all.

The latest patch revision looks better to me, just please remove the
"#TAR_IS_BSD" doc comment line, and a more complete commit message.

There doesn't seem to be a consensus yet on whether this is suitable for
stable, I don't have a particular preference.
