Follow-up Comment #1:

I changed Octave to use scaled 3-D ticklengths which look better.  See
https://hg.savannah.gnu.org/hgweb/octave/rev/acefc0bca74a.

I lowered the priority of this bug since we may never be motivated enough to
try and code the complicated algorithm that Matlab uses for questionable gain.
