Details:

Attached are the PVS static analysis reports when cross-compiling for
Windows.

The report was created from the default branch hg id 8b0c9dc0799a.

Since this was already done for Linux, it is probably okay to limit the review
to the parts of the code that are inside "#if defined
(OCTAVE_USE_WINDOWS_API)" pragmas. I don't know how to efficiently filter the
report for this though.
