Follow-up Comment #22, bug #55282 (project octave):

Ok. If the symbolic like Qt include directory tree is a Homebrew creation, 
and not a Qt creation, we shouldn't rely on it.

But I think that also means that the standard release of Qt on macOS isn't
functional since <QtCore/qvariant.h>  will not be located.
