Follow-up Comment #23, bug #54216 (project octave):

I reverted my changes.  Most of the module.mk for that directory is protected
by an AMCOND for building the documentation.  The file macros.texi is needed
regardless of whether documentation is being built and trying to extract all
the rules and move them outside of the conditional is a big make-work project.
