[Octave-bug-tracker] [bug #55187] build: fails to work with Qt 5.12, qcollectiongenerator no longer exists

Follow-up Comment #30, bug #55187 (project octave):

Rik - the main problem I see is that older Qt systems have both tools
qcollectiongenerator and qhelpgenerator, and Octave correctly detects each of
them by name alone. Now with Qt 5.12 and later it needs to somehow know that
qhelpgenerator provides both roles. If we simply check for qhelpgenerator, the
build may break with older versions of Qt.
