Details:

To replicate:

1. In the GUI, type:

a = rand (3)
b = rand (3)

2. Then, doubleclick a and b in the Workspace pane (they'll show up in the
Variable editor).

3. Undock the Variable editor pane.

4. Undock the Variable editor "b" subpane.

5. Try to resize the undocked "b" subpane. Nowhere on any side does a resize
cursor appear. So no resizing is possible. it keeps the size it had when
docked in the Variable Editor pane.
Moving the subpane around by dragging its upper toolbar (what is it, title
bar?) does work.

On Linux (Mageia-6 with KDE/Plasma) the resize cursor only appears (and works)
on the lower and left/right sides and lower corners. I think it should also
work on the subpane's upper side.
