Follow-up Comment #6, bug #54373 (project octave):

@Philip: Should we consider that a bug in Matlab?  What does Matlab return for
the case I suggested of two simple strings?


strncmp ('abc', 'abc', 100)


It's possible that the behavior that the original poster presented has
changed.
