Follow-up Comment #11:

You can put the command to set the proxy server in to your .octaverc file
which is executed at startup.  At least that way you won't have to type it in
every time.

For the Community News, I don't see what more can be done.  For whatever
reason, the combination of operating system, network settings, and Octave
cannot be made to work.  On the positive side, there is not much reported on
Community News besides the release of new versions.
