Follow-up Comment #1, bug #54130 (project octave):
This error typically occurs when building or running Octave on a system with
an older version of GNU Texinfo. The Octave user manual currently requires
Texinfo 6.1 or newer, and the individual function doc strings require Texinfo
5.0 or newer. If your system has 'makeinfo --version' 4.13 or older, that's
where this error message comes from.
