Follow-up Comment #13, bug #53893 (project octave): I haven't been able to replicate that on KDE Plasma, but there is certainly some strangeness associated with that V.E. action. Sometimes a floated variable panel will disappear, then reappear with a particular minimize/maximize sequence. I even managed to get the attached result when trying to redock a floated V.E. panel, i.e., the same variable showing as docked within the V.E. and floating as undocked.
